Plans the mutants, runs the project tests against each planned mutant, and reports the result.
The run refuses a dirty git worktree unless
MutationRunOptions::allow_dirty is set. After the run it compares the
worktree with the start state and reports each changed path.

Returns an error for invalid options, a dirty worktree, a failed plan, a missing runtime, a companion that does not start or load the runner, a companion file that changed after install, or a test suite that fails with no active mutant outside each test file.
