Returns a structured programmatic error for unsupported options, invalid options, config load failures, analysis failures, or git changed-file failures. When the environment or typeAware.enabled turns on type-aware analysis that the options leave off, it returns super::TYPE_AWARE_CONFIG_UNSUPPORTED.
