Compare head analyses with a base snapshot, decide the verdict, and set the introduced flags on the dead-code and health findings.

Under the new-only gate, a complexity finding that exceeds only CRAP from estimated coverage gets the gate severity warn first, so it does not fail the verdict. Under every gate, a complexity finding in a test file gets the gate severity warn and the gate exemption test-file.
