What a health report says about its complexity findings. Markdown and the job summary build it from the report and use one rule, so the two surfaces agree.

build_diff_risk_markdown

Markdown section for the diff-risk findings of fallow audit: one table row for each finding. Every finding is introduced by the change and can set the verdict, so the table has no cap. Empty when there is no finding.
