AWS Transfer Family (transfer) awsJson1.1 dispatch + operation handlers.
The full 71-operation Transfer Family control plane. State is
account-partitioned and persisted. Each resource is stored as its
already-output-valid DescribedX JSON object so Describe/List echo
exactly what Create/Import/Update persisted, and nested configuration
objects round-trip verbatim.
