pub fn decide(probe: GpuProbe) -> Backend

THE picker: turn a GpuProbe into a Backend. GPU when usable and not forced off and the wgpu feature is compiled in; CPU otherwise. Keeping this pure (probe in, enum out) makes the policy trivially testable.
