Execute default code for an EOA target in a frame transaction.

When a frame targets an address with no deployed code (an EOA), the protocol runs built-in “default code” instead of executing a normal CALL. VERIFY runs the signature-check logic; SENDER and DEFAULT return successfully as if calling empty code (pinned EIP-8141 spec §“Default code” lines 412-413).

Returns (success, gas_used, logs).
