Expand description

Fetch, canonicalize, and sort selected rules by rule ID. Exports from an unchanged stack are byte-identical for version-control review. Scoped by source; the all default lives on the clap flag (spec 5.5).

A source scope without a selector or tag resolves to the matching rule IDs first, so the subset export transfers only the subset (spec 4.3). A selector or tag is an explicit narrowing and overrides the source default, matching the state commands (spec 5.3).
