Expand description

Compute the import preview and the NDJSON to upload.

With --skip-existing, check existing rule IDs before the preview so it shows only rules that would import. That query is a read, so it belongs here and does not violate the no-write rule. The transport is None unless skip_existing is set, so a dry run that only reads the file never needs one.
