Parse and validate a blob’s fixed header.
buf is the blob, which need not start at offset 0 of its containing
allocation — a CameraFrame embeds a Tensor at an 8-aligned offset
precisely so a consumer can subslice and parse in place.
Validates only what the header alone can prove: that the buffer holds a
header at all, that this build understands every required bit, and that
size is self-consistent. Region bounds are checked when regions are
derived, against this size.
