Append the strings region to out, padded to an 8-byte boundary.
The padding is not cosmetic: plane records are read as u64s, so the
planes region must begin 8-aligned. The quantization regions before this one
are 4-byte-element arrays and can leave the offset merely 4-aligned, which
makes this region the place alignment is restored.
