Encode a chrono::DateTime<chrono::Utc> to seconds_since_2000 with a utco leap-second offset.

Inverse of decode_seconds_since_2000_utc. Returns None if the date is before the 2000 epoch or seconds_since_2000 would not fit in 40 bits.
