Trigger, poll, download, and optionally clean up a project dump.

Reads DSP_TOKEN from the environment (env wins over cache per ADR-0007), uses the real system clock for the default output filename, and delegates all work to run_impl with injectable seams for deterministic testing.

Requires a system-administrator token. Returns Diagnostic::AuthRequired when no token is available.
