Phase 3: import-engine-native Validates the manifest, classifies buffers, generates import + resolved manifest. If capture is missing, generates pending placeholder reports.

run_engine_native_replay

Phase 3: run-engine-native-replay Full replay — if a real manifest is present, runs the same DSFB pipeline (run_external_validation_bundle). If capture is missing, generates pending reports.
