Runs drizzle seed: reads the tables from the live database (after the
configured table and schema filters, without the migrations tracking
table), generates rows for them, and inserts them in one transaction
where the driver supports it. With --out, writes the SQL instead.

Returns CliError if db_name does not match the config, an option is
malformed, there are no credentials or no driver for them, reading the
database fails, seeding fails, writing --out fails, a statement fails,
or the user declines --reset (CliError::Aborted).
