Error: Queue exhaustion and rejected native state have distinct recovery paths.

Admit: Reserves native capacity without consuming the host’s operation ownership.
Backend
Context: The exact native request families and host flight identity being admitted.
Guard: A reserved native submission slot, consumed before the host commits its flight.
Native: Host-independent native cancellation failure domain.
Options: Applies readiness options while retaining the reserved submission cell.
Plan: Class-specific native admission chosen entirely through its GAT.
Reserve: Binds the exact host key and pending state before reserving native capacity.
Submission: A key-bound cancellation whose native preparation has already succeeded.
