The opt-in adapters this directory uses that no switch has turned on.

A disabled opt-in adapter is invisible to the whole pass: it produces no bloat row, so nothing downstream can say “cargo would have claimed a target/ here”. The dry-run report calls this to say it once, at the moment the user is already deciding what the next pass should do. Adapters named in disabled_adapters are excluded: that list is an explicit “no”, and recommending against it is nagging.
