Ecosystem registration.

EcosystemRuntime bundles the live-updatable settings every adapter threads into the ecosystems that need them, and register_ecosystems wires every feature-enabled deps-<ecosystem> crate into a deps_core::EcosystemRegistry.

Moved verbatim from deps-lsp/src/lib.rs (issue #1058) so deps-cli/deps-mcp share the exact same registration instead of each maintaining an independent, non-uniform copy — see specs/062-cli-check-mode/architecture-decision.md §5.2 for why per-adapter re-registration was rejected.
