Every check the layout documents owe at validation tier.
Invoked from crate::validate::validate_campaign_with whenever the
campaign carries either document — the same event-bound shape stage 7’s edit
script uses. There is no separate entry point to remember and no flag to
pass: a campaign directory holding a layout-graph.json cannot be validated
without running this.
