DW0875: a place is classified twice, or not at all (spec-0053 §6).
A node declares exactly one of size_class and way_class. Both is two
answers to one question with nothing to choose between them — every
downstream geometric rule would have to pick, and there is no rule to pick
by. Neither is a place with no standard at all, which is what the size-class
ladder was made compulsory to prevent.
