Execute a .py skill file via a sandboxed Python subprocess.

Each invocation runs in an isolated temporary directory (unique per call) so concurrent skill calls cannot interfere. Args are JSON-encoded and passed via the SKILL_ARGS environment variable. The combined stdout+stderr is returned as the skill result.

The subprocess is killed and an error is returned if it exceeds policy.timeout_ms.
