Frame ceiling for cdn/probe/v1, in payload bytes (ADR 013 § Wire Framing).
Every probe read passes this to crate::read_frame. The largest legitimate
message is a ProbeResponse with its ProbeResponseExt at full width:
325 bytes, of which the encoded coverage is up to 202 (a 200-byte bitmap and
its 2-byte length). A ProbeRequest is
at most 43 bytes. The ceiling leaves headroom for Tier-1 extension fields
and refuses a larger frame before the reader buffers it. The
probe_frame_ceiling_holds_the_largest_message test pins the margin.
