The BLAKE3 hash of zero bytes: the root of the empty blob.
The empty blob spans zero discovery blocks, so it is the one hash whose
coverage is empty on every honest holder. For it,
ProbeResponseExt::consistent_with only requires an empty coverage, and
the requester reads has_blob alone to learn whether the node serves it.
