BatchStoreRequest: MAX_BATCH_STORE_HASHES entries, each a 32-byte
hash and a Coverage of up to 202 bytes, plus the holder — 59,939 bytes.
The largest response is a full FindValueResponse at 12,375 bytes. The
dht_frame_ceiling_holds_the_largest_message test pins the margin.
