Run every handler registered for phase, in a reactive batch. Called by the event pump on
Event::Lifecycle, and directly by launch_with for the launch phases and for DidExit.
DidExit is delivered once: the first delivery runs the handlers and then writes Day’s exit
line (exit_summary), and any later one is dropped, since a backend may emit it at its last
native moment and launch_with emits it again when the loop returns.
