Checks an envelope (5.5) answering a /cell request or a job URL, of any outcome and trust
label, in the order of 5.5: strict JSON, members, HTTP status, the receipt through step 6 of
10.1, the binding to request (cell id, asof, the pin and its echo, the echoed request
and job of pending), then trust (with computed against the signer and poll against
the host when request names the mesh asked) and superseded_by. Never touches the
network.
