Module hypergraph 

Multi-layer hypergraph builder for RustGraph integration.

Constructs a 3-layer hypergraph from accounting data:

• Layer 1: Governance & Controls (COSO, internal controls, master data)
• Layer 2: Process Events (P2P/O2C documents, OCPM events)
• Layer 3: Accounting Network (GL accounts, journal entries as hyperedges)

Includes a node budget system that allocates capacity across layers and aggregates overflow nodes into pool nodes when budget is exceeded.
