Computes the peak throughput for a given runtime and key.
Native only: a probe blocks on the device, which the browser can’t do.
There this reports Unsupported, so a
roofline bound built from it has no peak and no time limit, and the tune
runs without one rather than not at all.

Unsupported where the device implements
no such operation, NoTiming where it does
and reported no elapsed time, Allocation
where it has no room for the probe’s buffers, Launch
where a memory probe’s kernel did not run. None of them is cached, so a
device that was full is measured the next time it is asked.
