Point a ref at a sequence, creating it or MOVING it.

Moving is allowed and is the entire reason refs exist. It is still recorded: each move appends a new version of the same document, so the prev chain is a complete, walkable history of where this ref has been — the history comes free from the DAG rather than from a side log.

Future sequences are refused for the same reason as tags: a pointer at state that does not exist is not a pointer.
