Exports the venture’s tables from the SQLite database at db_path to out_path as manifest + JSONL records (see the module docs). plan prints the per-table summary without writing.

Errors

A human-readable message when the database cannot be opened, a table is missing, a value is outside the portable subset, or the file cannot be written.
