Imports an export file into the Postgres database at url (see the module docs). plan prints the per-table target state without writing.

Errors

A human-readable message when the file is malformed, a sha256 or row count disagrees with the manifest, a target table is missing or non-empty without --append, or any insert fails. The connection string is never echoed.
