The URL of the rel="next" link in a Link header, if there is one.
Handles several comma-separated links and the quoted rel they carry;
commas inside a <…> URL are not separators.
The URL is returned as it appears in the header, whatever host it names.
A caller about to send it somewhere must check the origin first —

GithubApp::user_can_access_installation do.
