Packet used to announce our DHT PublicKey
to a friend. Can be sent as
inner packet of OnionDataResponse
and DhtRequest
packets.

Fields
no_reply: u64
Number used as a protection against reply attacks. The packet should be accepted only if it's higher than the number in the last received packet.

Up to 4 nodes that can be either DHT close node or TCP relay we connected to.
