Construct a new HsNtorClientState for connecting to a given onion service described in service_info.

Once constructed, this HsNtorClientState can be used to construct an INTRODUCE1 bodies that can be sent to an introduction point.

Return the data that should be written as the encrypted part of and the data that should be written as the encrypted part of the INTRODUCE1 message. The data that is written is:

 ENCRYPTED_DATA           [Padded to length of plaintext]
 MAC                      [MAC_LEN bytes]
