Set the metadata attached to each pong message

Add NodeId to be monitored

Get stats for a monitored NodeId

RemoveNodeId(NodeId)

Remove a NodeId from the monitored list

ClearNodeIds

Clear all monitored NodeIds

GetBestMonitoredNodeId

Get the monitored node that has the best Liveness stats. Returns a NodeId if at least one node is being monitored
