Normalize a MULTI string

  • Convert tags to lower case
  • Remove invalid characters from text spans
  • Remove malformed tags
  • Remove unsupported tags
  • Remove tags containing unsupported values
  • Remove [cf], [fo], [jl] and [jp] tags when value unchanged
  • Remove trailing whitespace, including “blank” tags
