For representing packet timestamps via SO_TIMESTAMPING interface

Fields

system: TimeSpec

software based timestamp, usually one containing data

hw_trans: TimeSpec

legacy timestamp, usually empty

hw_raw: TimeSpec

hardware based timestamp
