- 2 bytes unsigned little-endian character_set_client,
- 2 bytes unsigned little-endian collation_connection,
- 2 bytes unsigned little-endian collation_server.

TimeZone
Contains values in the following order:
- 1 byte
length

Contains values in the following order:
