Structure used by components to continuously extract leases from BufferChunks swapped with the internal/private BufferPool Using get_buffer_encoder() we get a BufferEncoder which implements BufMut interface for the underlying Chunks The BufferEncoder uses its lifetime and Drop impl to give compile-time safety for consecutive encoding attempts
