Return codes for on_downstream_data

invocations.
Envoy
bases further filter invocations on the return code of the
previous filter.
Variants (Non-exhaustive)
Non-exhaustive enums could have additional variants added in future. Therefore, when matching against variants of non-exhaustive enums, an extra wildcard arm must be added to account for any future variants.
Continue filter chain iteration.
Do not iterate to any of the remaining filters in the chain.
WARNING: At the moment, Envoy
doesn't yet implement ABI
that
would allow to resume filter iteration.
