Functions

bytes_to_host	Convert a byte sequence which is either plain UTF-8 or an ARF encoding into a OsString ready for use in Windows-style APIs.
host_to_bytes	Convert an &OsStr produced by Windows-style APIs into a Cow<[u8]> which is either plain UTF-8 or an ARF encoding.
host_to_str	Convert an &OsStr produced by Windows-style APIs into a Cow<str> which is either plain UTF-8 or an ARF encoding.
str_to_host	Convert a &str which is either plain UTF-8 or an ARF encoding into a OsString ready for use in Windows-style APIs.
