Starts package installation and publishes the initial transfer state.
A digest the release feed published but this framework cannot check is refused here, before anything is downloaded: nobody waits for two hundred megabytes to learn the feed was misconfigured, and nothing reaches an installer unchecked because its digest was unreadable.
