Starts the cache file at path from seed, a cache file an app ships
for its fresh installs, unless the file exists. A seed another GPU or
driver wrote counts as another build’s: its records name what the app
draws, but its compiled pipelines are that driver’s, so it is written
under a build key no build has and loads without them.
