KafkaTopic reconciler — unidirectional (CRD wins).
Watches KafkaTopic (primary) and Kafka (secondary, so a cluster
becoming Ready wakes pending topic reconciles). Diff-and-apply
against the live cluster via crabka_client_admin::AdminClient.
