Strongly typed qubit identifiers for device-facing APIs.
Circuit operations use Qubit as logical wire identifiers. Device-facing
code must distinguish those logical identifiers from physical hardware
positions. LogicalQubit and PhysicalQubit provide that distinction
without changing the compact representation.
