Ten minutes: long enough for a cold install of a heavy dependency tree over
a slow link (torch-sized wheels routinely take minutes), short enough that a
wedged pip does not hold startup open forever. initialize() is awaited
sequentially, so this is the per-plugin worst case added to boot.
