Global-state key a host can set to propagate its own request id into the
worker’s GlobalContext.request_id.
The Rust PluginContext has no dedicated request-id field, but the Python
GlobalContext requires one. Reading it from global state lets a gateway
that tracks request ids keep them consistent across the boundary.
