Whether hook_name is a cmf.* hook PPE dispatches.

Every one of these needs either a worker that claims cmf_hooks or the shim. The two LLM hooks are included: they have no legacy equivalent, so a worker without cmf_hooks cannot serve them and to_legacy refuses.
