Memory and CPU requirements for a process.

This is used in allocation of a process, to ensure that sufficient resources are available.

Best effort is made to enforce these as limits to avoid buggy/greedy processes starving others.

The default is RESOURCES_DEFAULT, which is defined as:

mem: u64

Memory requirement in bytes

cpu: u32

CPU requirement as a fraction of one logical core multiplied by 2^16.
