Renders a kernel .bbappend that merges fragments into the kernel config
at build time (via KERNEL_CONFIG_FRAGMENTS), instead of shipping them in the
rootfs.
The .cfg files sit next to the .bbappend (both under dist/kernel/), so
FILESEXTRAPATHS:prepend := "${THISDIR}:" lets bitbake resolve the
file://<name> fetches. Returns None when there are no fragments.
